ESM, CHANDIGARH IS MOVING TO NEW PREMISES

Heartiest congratulations to ESM,Chandigarh on their relocation to new premises from 01st February,2005. It is a matter of great pride for all of us and evidence of the growth the company has achieved so far and the ESM,Chandigarh's contribution towards this growth.

The new location, just a block opposite the old office has been renovated to accommodate the growing needs of the ever increasing number of ESM sailing staff from that part of the country. Incidentally, ESM is the first ever international ship management company with a full scale manning operation from Chandigarh and this is the fifth year of our successful operation from there. We wish Capt. Bhatia and his team the very best and continued success in future.

LIFE BOAT TEST - NEAR CASUALTY NARRATIVE
During re-hooking of the lifeboat after the launching test, extensive movements of the lifting blocks and falls were encountered due to heavy swell. Hoisting was then commenced by the mechanical winch.

A strange “jumping” and “unbalance” between the forward and aft wire falls was soon noticed. The hoisting operation was stopped when the lifeboat was about halfway up. It was noticed that the aft wire had escaped from the upper sheave and was jammed between the sheave and the block body.


The lifeboat was then secured with extra wires and chain blocks. The crew was taken safely on board the ship
again by rope ladder and safety belts. The wire, sheave and block were thoroughly examined and refitted. The boat was safely raised and stowed.

Extent of damage
No damage to personnel or equipment.

Probable cause

It was likely that the heavy sea conditions caused the aft wire fall to escape from the upper sheave due to the extensive movement of the lifting blocks and falls during the re-hooking.

A thorough examination of the lifeboat, davits, wires, sheaves, block etc. is strongly recommended before the test.

Before starting a lifeboat test, the sea conditions are to be considered for safe launching and recovery.

During recovery of the lifeboat the following should be considered:
  • Lift the lifeboat about one meter above the water level and stop the winch.
  • Confirm by visual inspection or communication with lifeboat crew that hooks, securing pins, sheave blocks, wires etc. are in correct position before recovery is completed.

    In case of any doubt, stop the test, disembark the crew from the lifeboat, and complete the recovery of the lifeboat without anybody on board.
