SIMS, MUMBAI  HAS RECEIVED TOP GRADING FROM CRISIL

Samundra Institute of Maritime Studies, Mumbai has received the “Grade 1” rating from CRISIL - India's leading Ratings, Research, Risk and Policy Advisory company.

Following a thorough audit of the institute, CRISIL has assigned ‘Grade 1’ to the 44 Post Sea Courses conducted by Samundra Institute of Maritime Studies, Mumbai (SIMS). The courses are graded on a five-point scale, with Grade 1 being the highest, and Grade 5 the lowest. The institute is described by CRISIL as a committed promoter and commented that robust infrastructure of the institute is behind the top grading. The grading is further strengthened by the strong process quality, good financial position and the presence of qualified and experienced faculty, it further commented.

It was pointed out that the students of the institute have access to a sound and robust infrastructure. Some of the equipment are tailor-made and are working replicas of those in various ships under the ESM management. The institute’s library is adequately stocked with books and CDs as required by the DGS guidelines. SIMS has a competent faculty comprising to look after the interest of the students, the auditor added.


FALL IN BALLAST TANK

As part of a routine inspection of ballast tanks, an enclosed space permit was completed prior to the inspection. The Bosun was the first to enter the fore peak tank, he stood by for the Chief Officer at the first level, standing clear of the ladder to allow the Officer to come down. After descending to the first level, the Officer continued to go down to the next level ahead of the Bosun. Whilst doing so the Officer slipped and fell into the hole in way of the ladder but managed to avoid falling right through by holding out his arms.

In the process, the Officer was struck on the lower back on the right hand side and felt a sharp pain in the contact area. The officer was able to climb out of the tank assisted by the Bosun but was incapacitated for a period of 9 days, and was later disembarked so as to undergo further medical checks and treatment. Needless to say, if the Officer had fallen right through, then the consequences may have been much more serious.

On investigation, it was noted that the ladders and platform were in a good condition. The surfaces were a little wet, but not slippery. Lack of sufficient illumination could have been a contributory factor leading to the incident. It cannot be over stressed that proper illumination is important so as to allow oneself to become familiar with the surroundings in an enclosed space.

LESSONS LEARNT
More attention should be paid when working in enclosed spaces.
If the various procedures and checks as outlined in the enclosed space permit are carried out correctly, then incidents like these can be prevented.
Proper illumination to be ensured along with other requirements of enclosed space working.
