Secretary Of Shipping Visits SIMS, Lonavala
 
 
 

Mr. Asok Kumar Mohapatra, Secretary (Shipping), Govt. of India paid an official visit to the SIMS pre-sea campus at Lonavala on 20th January 2008 and lauded the efforts of this top-notch facility in the field of maritime training.
Mr. Mohapatra took a salute in an impressive parade by the cadets and accompanied by his wife, was later shown around the entire campus grounds. He had earlier cut the ribbon for the newly completed Sports Complex comprising the tennis court, volleyball and basketball courts adjacent to the football and cricket ground in the campus.

Addressing the cadets in the institute’s auditorium later, Mr. Mohapatra unequivocally described the facilities as the best in the country. In fact, he hoped that there should be at least 20 more of such institutes in India to put the country in the forefront of maritime training in the world.

He told the cadets that they are indeed fortunate to avail of such world-class training and called upon them to utilise them fully to prove themselves as the top class officers in the international maritime field
Mr. Mohapatra left a comment in the visitor’s book commending the institute:
“The facilities are in many essential areas state-of-the-art. There is an urgent need to replicate such institutes in India. SIMS should be the torchbearer in this national endeavour. I wish them all success.”

Fatal Accident to a Cargo Loading Master when Transferring between Vessels
A fatal accident happened when a cargo (the CLM) disembarked from a Hong Kong registered ship (the Vessel) to a cargo barge (the Barge).
After completion of cargo loading at the anchorage area in Indonesia on 11 March 2007, the loading master disembarked from the Vessel to the Barge which was moored alongside. The freeboard of the Barge was about the same level as the boat deck level of the Vessel. The loading master, accompanied by an Able Seaman attempted to board the Barge via the boat deck. After he had landed on a rubber tyre fender at the port side of the Barge and was about to climb up to the Barge, he was crushed between the sides of the two vessels due to the effects of the wind and swell which caused the two vessels to roll and sway suddenly. He died instantly in the incident. The investigation revealed that there had been no safe means of access for personnel transfer between the vessels.
Lessons Learnt
Safe means of access should be provided for personnel embarking and disembarking between vessels.
Personnel should be aware of dangers of any unexpected ship movement while transferring people between vessels. Safe means of access should have adequate protection to prevent personnel from falling/ injuring due to such movements.
