ESM,MUMBAI IS
MOVING TO SPANKING NEW PREMISES
|
As
our in-house training institute SIMS has grown rapidly, more
facilities and infra-structure are now fast filling all the three
floors of the Sai Commercial Building presently housing our institute
and ESM, Mumbai crewing
facilities.
We
are therefore very proud to announce that ESM, Mumbai is vacating its
existing office for SIMS and shifting to its new premises at Sai
Commercial Annexe and will be operating from the new location with
effect from 15th September 2004. The newly acquired office
will now solely deal with the Fleet Personnel Operations, whereas the
old office will now be fully occupied by SIMS for training purposes.
In
fact, with the shifting of our Mumbai office to its new premises, we
would have a more organized and specialized liaison office to oversee
the other Indian operations. The full style of the new premise is as
follows:

Fire
in Drydock:
A cargo vessel with Indian seafarers had a severe
accommodation fire during her dry-docking. Due to cold weather (temps.
between 4ºC to 15ºC) all seafarers were provided with electric room
heaters with safety cut-outs and electric kettle without any control.
Smoke was noticed coming from an officer's cabin. The Master was
not on board. The chief officer was transferred soon after the vessel
had entered dry-dock without a replacement. Immediate attempt to fire
fighting could not be initiated due to absence of any responsible deck
officer and lack of charged fire hoses in the accommodation deck. Yard
fire fighters reached half an hour later and could not do much, as no
pressurized fire hoses with proper attachment were available to reach
the fire-affected cabin.
The yard fire tenders were then called, who
brought fire under control after one and half hour.

Investigation concluded that fire initiated from an electric kettle
(kept on cabin floor carpet), which was switched on for heating water
and left unattended. The electric kettle was without thermostatic
control.
The officer's cabin was damaged extensively. The adjacent cabin and
above were also damaged to some extent. LESSONS LEARNT:
1) Portable electrical heating appliances of any nature should not
be used in the ship's accommodation.
2) Safe manning requirement to be strictly complied during the
service life (including dry-docking and lay up period) of the vessel.
3) An efficient 24 hourly "fire patrol" covering entire
vessel, shall be provided by the ship's crew during ship's entire
dry-docking period. The fire line to be always kept charged with
required pressure and sufficient number of charged fire hoses
compatible with ship's fire hydrants must be available for use in
accommodation, engine room and on deck.
